Actually Mike, There are no safeguards in the proposed change that would stop ICANN from moving to China, Russia, Switzerland, et. al. and come under the controlling laws in those countries. There are also no safeguards in the proposed change that would stop ICANN from removing basic human rights especially those that Americans take for granted like free speech.

IIRC, one revision of the Bluebook fell into public domain status for lack of renewal. Which version was helpful in the creation of BabyBlue.
